If the key is Eminor, is Eminor the dominant? What would Fminor be if Eminor was dominant?

Whatever key the piece is in, that chord is the tonic. A fifth above that is the dominant. So for E minor, B would be the dominant and A the subdominant. F# would be the supertonic (next scale degree up from the tonic).
